League officers must perform their duties
We’ve just had the opening of another bowling season that has gone well for most of the association’s leagues. League members should be aware of the duties of each member of their elected boards.
PRESIDENT
Part of your job is to enforce the rules and familiarize yourself with the changes made to the rules from the previous season.
- Schedule meetings at convenient times and locations for league members, and prepare an agenda of items to discuss. All issues may be voted on.
- Appoint committees, including the required prize and audit committees. A prize fund should be submitted by the fifth week of bowling for league members to vote on for approval.
- Arrange to open an account in the league’s name at a federally insured and recognized bank, credit union, or in-house banking service. The president will have the monthly bank statement sent to him or herself for verification. The “President’s Monthly Verification Worksheet” can be used to verify the league account monthly. Two league officers must sign for all fund withdrawals.
- The president is the voice of the league. This voice should be a unified voice, that of the president and with the backing of the board of directors. No one else should speak for the league, independent of the president.
SECRETARY
- Keeps minutes of all league meetings. Minutes should include the meeting date, time, location, names of those attending, and details of the decisions made, including the vote count.
- Update the rules and distribute a copy of the league rules soon after the organizational meeting.
- Post the full league schedule or provide a copy for each captain. Once approved, provide a copy of the adopted prize list to each team captain and officer.
- Pass out individual USBC membership application cards to each league member, including all substitutes, as they join and then collect completed cards and applicable membership dues. Forward the completed membership application cards, membership dues, and USBC league application to the NCAUSBCA office within 30 days of the start of the season. Membership card applications and fees for new members shall also be forwarded to the local association office within 30 days of receipt. If bowlers indicate they have paid in another league on the membership card, request a receipt. If no receipt, collect the fees; they can be refunded upon proof of previous payment.
- Post or provide a current standings sheet that includes a list of league bowlers and substitutes.
- Submit applications for awards within 20 days of the accomplishment. Awards presentations should take place before the entire league and as soon as possible after the feat was accomplished and the award is available. A long delay can reduce a bowler’s excitement about earning awards and his/her appreciation of membership benefits.
- Notify league members of league and association meetings.
- Provide the final league standings to the league treasurer so that prizes can be properly distributed and reported with the financial report. ? Submit season-ending averages to NCAUSBCA, as this is how averages are uploaded to BOWL.com.
- Keep all correspondence and records, and furnish all league property to the incoming secretary upon election or upon completion of league business.
- Notify the association of any changes in officers, schedules, or bowling centers.
TREASURER
The treasurer is responsible for all league receipts and disbursements.
- Disbursements from the account must have two signatures. If you are using an in-center banking service, the treasurer is responsible for all duties specified in USBC Rule 102f (if unfamiliar with the rule, please look it up).
- Work with the president to open an account in the league’s name at an insured bank, credit union, or in-house banking service. Disbursements must have two signatures. Statements are mailed to the president for verification.
- The president will meet with the treasurer at least once monthly to verify the league account balance.
- Issue a check or money order within 30 days made payable to “NCAUSBCA” to cover membership dues.
- Prepare a budget for the prize committee so they will know how much money is available for disbursement.
- Provide audit committee with information needed to perform a proper audit, including, but not limited to, account statement, team payment envelopes, and expense and deposit receipts.
- Provide financial reports on request by the league president or board.
- At season’s end, provide each team with a detailed financial statement when the prize fund is distributed, including receipts, disbursements, and transactions, prize recipients’ names, and earnings.
- Distribute the prize fund within 21 days after the league schedule ends, unless the board or USBC decides otherwise.
- Turn over all league books, papers, and monies to the next treasurer upon election or once the season’s business is complete. All financial records, regardless if in the possession of the former or current treasurer, must be retained for one (1) year after the league schedule ends.
- Ensure you learn when your league’s organizational meeting is and attend. This is where you get to change the rules of your league. Once the league has started, you’ll need 100 percent of the membership vote to change a rule.
