NCABA delegate decisions on proposed amendments
for the 2002 ABC Annual Meeting Legislative Session
On February 24, 2002 at the 58th annual NCABA Council of Delegates Meeting at the Holiday Inn Eisenhower Metro Center in Alexandria, Virginia, the attending delegates voted on the following proposed amendments that will be considered at the American Bowling Congress Convention on March 15, 2002 in Billings, Montana.
The NCABA delegation in Billings thus will vote as directed below. (Each link will allow you to see the entire amendment and the reason for its proposal.)
ABC will consider the following:
Amendment No. A-1.
Article 6, Item d, Membership Fees, ABC Constitution. Allows processing of membership cards by the local association or ABC Headquarters.

Amendment No. A-2.
Article 6, Item d, Membership Fees, ABC Constitution. Provides for an ABC membership card to be valid for one year from date of purchase.

Amendment No. A-3.
Article 10, Item f, Executive Committee, ABC Constitution. Places the responsibility to appoint ABC members to other bowling organizations with the Executive Committee.

Amendment No. A-4.
Article 3, Item a, Annual Tournament, State/Provincial Association Constitution. Introduces "sectional format" as an option for state/provincial tournaments.

Amendment No. A-5.
Article 5, Item c, Term of Office, State/Provincial Association Constitution. Allows board members to bowl in unsanctioned leagues as long as they also bowl in a sanctioned league.

Amendment No. A-6.
Article 6, Item e, Nominations And Elections, Local Association Constitution. Allows board members in associations with 900 or less members to bowl in unsanctioned leagues as long as they also bowl in a sanctioned league.

Article 4, Site Selection Committee, ABC Championships Tournament Rules. Limits the number of contracts ABC can enter into regarding the Championships Tournament.

J-5 Rule 101g, Match Point System. States how individual points are earned when bowling against an absentee or vacancy.

J-6 Rule 101h, Intercollegiate Conferences. Delete the rule.

J-7 Rule 101k, Handicap Leagues. Sets 300 as the base average for computing individual and team handicaps. Also provide for a negative handicap for players whose average exceeds the adopted base average.

Amendment No. J-8
J-8 Bowling Center Certificates, Section 1, Application/ Inspection. Increases maximum fees for 1st lane inspection from $5 To $10 and additional visits after the second from $20 to $30.

Bowling Center Certificates, Application/Inspection, Sections 4 & 6. Amends the lane dressing inspection procedures to require the first inspection to be done after a center has its first honor score of the current season.

(WIBC) Joint Inspection Committee, Local Association Bylaws. Eliminates the requirement that all associations have a joint inspection committee.

Resolution ABC 5. World Bowling Village, ABC Resolutions. Deletes resolution.

This resolution would allow scholastic leagues and tournaments to sanction despite differences and afford ABC/WIBC/YABA the opportunity to develop a program for scholastic competition.
