The NCABA Council of Delegates specified by vote on February 22, 1998 the position NCABA should take on the proposed amendments at the 1998 American Bowling Congress Convention.
The positions (Approve, Reject, or Defer) are indicated below.
ABC Amendment-1 Rule 54, Inspection and Reporting Procedures, ABC Awards, Playing Rules Book. Require the same inspection and reporting procedures for a Baker team game of 300 as those scores currently specified in Rule 54. NCABA will vote to REJECT.
A-2 Award one sponsors plaque per season to teams bowling a Baker System 300 game. NCABA will vote to REJECT.
A-3 Article 2, ObjectsCongress, ABC Constitution. Introduce an Intercollegiate Division and Championship Tournament. NCABA will vote to APPROVE.
A-4 Article 13, Meeting, ABC Constitution. Provides a two-day expense reimbursement to delegates attending annual meeting. NCABA will vote to APPROVE.
A-5 Article 14, Item g, ABC Constitution. Sets an official procedure for notifying all association secretaries as to status of each amendment after the ABC and WIBC Conventions. NCABA will vote to APPROVE.
A-6 Article 6, Tournament FinancesABC, and Article 7, Events and RulesABC Tournament, Championship Rules. Change "booster" to "classified." Create a separate division for "classified" teams, doubles, and singles. NCABA will vote to APPROVE.
A-7 Article 7, Item f, Events and RulesABC Tournament, Championship Rules. Increase booster team combined average limit from 850 to 900. NCABA will vote to APPROVE.
A-8 Rule 301b, Item 2, Regular Tournament Eligibility, ABC/WIBC Sanctioned Tournaments. Increase ABC participation fee from $1.00 to $5.00. NCABA will vote to APPROVE.
Joint (ABC/WIBC) Amendment-1 Rule 102a, Officers, ABC/WIBC League Rules. Require all league officers to be members of either ABC or WIBC. NCABA will vote to APPROVE.
J-2 Rule 106f, Score RecognitionTardy Players or Bowling Out, ABC/WIBC League Rules. Delete rule. NCABA will vote to REJECT.
J-3 Rule 106g, Bowlers in Corresponding Positions, ABC/WIBC League Rules. Delete rule. NCABA will vote to REJECT.
J-4 Rule 101l, Senior Leagues, ABC/WIBC League Rules. Lowers the age requirements for individuals participating in senior leagues. NCABA will vote to REJECT.
J-5 Rule 102b, Vacancies in Office, ABC/WIBC League Rules. Require vacancies in office to be filled by the board of directors. NCABA will vote to APPROVE.
J-6 Rule 102e, Item 7, Duties of the Secretary, ABC/WIBC League Rules. Specifies submission of league final standing sheets to the local association secretary(ies). NCABA will vote to REJECT.
J-7 Rule 106b, Order of Bowling, ABC/WIBC League Rules. Allow bowlers to choose their own pace. NCABA will vote to APPROVE.
J-8 Rule 120, Position Rounds, ABC/WIBC League Rules. Ties for position pairings to be determined by total pinfall. NCABA will vote to APPROVE.
J-9 Rule 310, PrizesProprietors and Employees, ABC/WIBC Sanctioned Tournaments. Delete rule. NCABA will vote to APPROVE.
J-10 Rule 311, Prize Payment and Report, ABC/WIBC Sanctioned Tournaments. Delete submission of financial statement. NCABA will vote to APPROVE.
J-11 Rule 311. Prize Payment and Report, ABC/WIBC Sanctioned Tournaments. Increase deadline for requirements to be met from 30 to 45 days. NCABA will vote to REJECT.
J-12 Rule 313, Entry in Both Singles and Doubles, ABC/WIBC Tournament Rules. Delete rule. NCABA will vote to APPROVE.
J-13 Bowling PinsMarkings, Labels And Coatings, ABC/WIBC Equipment Specifications. Allows colored pins. NCABA will vote to APPROVE.
J-14 Rule 7a, PinsImproperly Set, ABC/WIBC General Playing Rules. Sets more stringent restriction on reracking. NCABA will vote to REJECT.
